This article explains the origin of the union of four European Mayors or M4 between the largest european capitals: Berlin, Paris, Moscow and London that agreed to developing the existing ties between the capitals, sharing expertise and ideas on the key issues that the cities are facing and meeting on an annual basis at least. Subsequently, the article explains that problems of european cities should be solved by a joint effort.
